China has begun work on a new energy law that places strong emphasis on reducing greenhouse gas emissions, demonstrating that greener development is not only possible but desirable. Should the new Energy Law be passed, it would provide guidance for China's energy strategy in its 12th Five Year Plan.

As the largest global greenhouse emitters, the United States and China have an historic opportunity to show decisive leadership. Commitments from both nations may differ but the urgency of the task facing us means every nation must play their part. energy issues in the lead up to this week's meeting. 9.Heroism loses value amid moral decay A sense of justice is the minimum standard for morality in any society. If that sense is corrupted, the society is in danger of moral deterioration. Our society seems to be showing signs of a weakening sense of justice, as revealed by the following incident.

Respecting heroes is a good tradition in any nation's culture. The Chinese nation particularly worships heroism. In its thousands of years of struggles against foreign invasions and natural calamities, the Chinese people have greatly admired those who sacrificed their personal interests and even lives for the good of the nation and society. This is a valuable tradition.

However, for some years, these values have been challenged by some people, who disparage the promotion of heroism as ideological brainwashing and even inhumane. Many people no longer revere heroes. They're even reticent about saying they were moved by some heroic behavior. Even the above-mentioned article rapping the netizens who jeered the Chongqing police officer said: \"You may not laud the hero, but you should not be so apathetic as becoming unscrupulous.\"

Why has our society become this way? Americans even took their returned POWs in the Iraqi wars as national heroes. Why do we dare not acclaim a policeman who heroically fought a brutal criminal? What happened to our sense of right and wrong? Something must have gone wrong with our society.

Moreover, the special conditions in China demand that strict control is exercised to prevent the outbreak of any epidemic disease. As a developing country, the health care system in China is not as sound as that in developed countries. And, the density of population raises the risk more than in developed countries. Here, a couple of potential cases can impact a lot. 12.Danger and opportunity Hosting a successful World Expo in 2010 is always going to be a tall order. It becomes even more formidable after the splendid Beijing Olympics last August. Now, the world economic crisis has made this \"economic and technological Olympics\" even more arduous.

A triumphant expo would bring much-needed hope and confidence to China and the world to combat sweeping economic woes, which are spreading like wildfires from the developed world into developing countries.

In this sense, the Shanghai Expo could be a great platform for countries and corporations to prove what

they are capable of in times of great difficulties. This is indeed challenging and exciting.

Also exciting is the fact that the Shanghai Expo is likely to be the largest of its kind in history, regardless of the economic hardships.

The enthusiasm from the participating countries and organizations demonstrates their belief in the importance of fighting the economic disaster together. It also shows their optimism in China and Shanghai, respectively among the fastest growing countries and cities in the world.

World Expos have created many miracles in history. Now it is Shanghai's turn. 13.Cooling strategy needed The worst drought to hit northern and central China in half a century has again reminded us of the urgency to get prepared for unexpected extreme weather conditions.

But a long-term strategy is needed to not only deal with unexpected natural disasters but to reduce the green house emissions that have contributed to global warming.

What is even harder to implement and requires the efforts of every individual is the mission to reduce carbon footprints, believed to be the root cause of climate change.

The goal of the country's 11th Five Year Plan to reduce the total amount of pollutants by 10 percent and energy intensity by 20 percent by the end of 2011 is not only meant to realize sustainable economic growth, but also

Although we can hardly achieve immediate effects from doing these, they will reduce the pace of global warming and thus the chances of extreme weather conditions which threaten our lives. 14.Proposal questionable To restore May Day golden week or not to restore - that is the controversy.

Yet, some NPC deputies and CPPCC members at the ongoing plenary sessions have proposed restoring the golden week around May Day.

But others strongly oppose this, arguing that an additional golden week will not necessarily boost consumption.

Yet, policy makers need to be prudent in weighing the economic advantages and disadvantages of allocating two more public holidays to the May Day spell.

Revenue for tourism will likely increase if the May Day holiday is extended to a week. But whether this increase will make a difference in dire economic terms is questionable.

The more than 20 million newly laid-off rural migrant workers won't be taking any sightseeing trips. And those whose incomes fall amid the economic downturn may have second thoughts about traveling.

So there is not enough reason to expect that one more golden week holiday will expand domestic consumption to such a degree it could boost economic growth.

So prudence is needed on this issue. Maybe more thought should be given to how to increase people's

Real joys of Tibet captured on TV A three-part TV documentary featuring Tibet 50 years after democratic reforms is eliciting strong reaction from viewers after its screening on China Central Television (CCTV). With many oral accounts by witnesses and mounds of valuable first-hand material, the TV feature vividly recaptured Tibet's historical evolution from poverty to affluence, autocracy to democracy and isolation to openness. The film accurately depicted both past and present Tibet, and the actual events that have unfolded on the snow-clad plateau.

History tells us the old Tibet was not a Shangri-La as some people imagine. Great changes have taken place in Tibet over the past 50 years. In the sunshine of the 21st century, Tibet's development once again embarks on a new starting point. It's time to stop such a serious crime under the name of modernization. 17.Save paper, forests and Mother Earth There has been a startling increase in China's use of paper over the past decade. According to Pulp and Paper International, the country consumed less than 40 million metric tons of paper in 2000. By 2007, that figure had reached 70 million metric tons.

China's annual per capita paper consumption is around 58 kg, far behind that of developed nations like the United States, which consumes more than 300 kg per person, but that is no excuse.

China produces only half of the pulp it needs, and rely heavily on imported pulp and waste paper. For every ton of paper that is used, 24 trees are felled and 7,000 gallons of water are wasted.

Water is becoming scarcer and scarcer, and more trees are felled than are planted each year. Everywhere in the world, from Scandinavia to Canada, native forests are shrinking. Even where trees are planted, experts say they cannot match the biodiversity of natural forests. Climate change has wreaked havoc all over the world in recent years, causing hurricanes, drought, and forest fires. Greenhouse gas emissions are not solely to blame; the felling of trees is also a significant factor.

We cannot expect trees to continue to sustain our paper consumption. Government departments, institutions, and other offices must make saving paper a national

We should launch a national campaign to use paper efficiently, and to use as little of it as possible. 18.Mining safety stumbles We are dumbfounded by this accident. Not only because it is the deadliest one of its kind in more than a year but also because it took place in a State-owned coal mine with a reputation for safety and no deaths in five years. The tragedy has killed 74 so far.

Deficient safety facilities and a lack of concern for safety rules were often found responsible for past coal mine accidents.

20.Salute and help quake survivors My daughter and I have been working as volunteers in the Hongbai School in Shifang of Sichuan province in the past few days, teaching English and trying to inspire students in their study and life.

But both of us quickly found that we have actually learned more from the students and teachers there than what we could offer them. We instead feel constantly inspired.

It was one of the schools worst hit by the devastating earthquake nearly a year ago. A total of 159 students and seven teachers lost their lives. Half of the students now studying at the school had the experience of being buried under the rubble as both school buildings collapsed on the afternoon of May 12. One survivor, a teacher, was dug out after 106 hours of living under the debris.

Life is still hard there even a year later despite all the assistance from the government and generous donations from organizations and individuals.

Despite the great inconveniences of life in the area and the trauma from a year ago, we still see lot of smiles on the faces of teachers and students at the school.

On the playground - a small and roughly-paved open space between the makeshift classroom buildings - children are seen playing basketball and rubber-band jumping. A party last Thursday afternoon to mark May Day and May 4th Youth Day was a fascinating show of students' talents and their much-needed, and regained, confidence.

My roommate, a passionate Chinese language teacher and a poet, often works late in the office, although he is often awakened by bad dreams in the middle of the night. Fifteen students in his class perished during the earthquake. He showed me a picture of his favorite student, whose body was never found.

Like my roommate, other young teachers also displayed great enthusiasm working under such tough conditions. This is where teaching truly becomes a lofty profession. What it means for the economy is that the population dividend - the steady supply of fresh workforce and the high savings rate - we have been cashing in on during the last three decades of economic boom will finally come to an end. We will instead face a shortage of labor, which spells a potential disaster for the world's \"manufacturing workshop.\"

The vast aging population will also have a negative impact on the living standards of every Chinese as more government money would be spent on pension and other services related to senior citizens. That is probably why many experts call the \"fast-greying population\" as one of China's biggest challenges in the 21st century.

Such an unprecedented challenge facing a developing nation would require the early preparedness to avert a devastating blow to the country a few decades from now. Unfortunately, our country is ill prepared even for the aging population of today. For example, there are only a little over 2 million beds in various senior citizens homes, averaging 11 beds per 1,000 elderly, compared with the average of 35 to 50 beds in other developing countries. Surveys in Shanghai show that the elderly yearn for more home services, community medical service and psychological and mental comfort, all of which are seriously lacking now.

This is an appalling situation for a nation, which boasts a tradition of reverence for old age, and calls for immediate action on the part of both the government and society.

We must spend more money on pension and include people in the vast countryside, where the challenge is even bigger. We should also build more public facilities for the elderly in local communities to make their twilight years easier and more comfortable. The list could go on.

And neither can we imagine how their conditions and the troubles that they will create will impact the overall development of the international community.

So, the efforts to alleviate poverty worldwide are as important as those to revive economic growth. 24.Lessons on education Education has been treated as a business, or just another sector of public administration, but hardly ever as a scientific undertaking that requires undivided attention and respect for the laws of its own.

Each Fourth of July in New York, a young man named Joey Chestnut takes on his Japanese archrival Takeru Kobayashi at a hot dog eating contest - last year Chestnut wolfed down 68 hotdogs in 10 minutes - more than a week's supply of calories for a hungry African. We pay dearly for this over-consumption. Recent calculations set obesity-related health spending just in the US at $150-200 billion - more than all foreign aid worldwide. The cost of extra medical care for the obese runs as high as $1,400 a person a year. More than 2 billion people do not earn that much in a year.

Food losses are another reflection of our embrace of excess. Each year, food waste costs the average Briton more than 400 pounds a year, while US households lose or discard 14 percent of their food. America's supermarkets and restaurants discard another 27 million tons. I suspect the amount of food purchased - but not consumed - is high in most cities in China too, because retailers and restaurants still sell food in portion sizes and packages encouraging excess eating and waste.

It is time to recognize the energy, health, and productivity losses we incur from consuming and

wasting so much food. Public health campaigns worldwide now promote the message that excess weight and lack of physical activity is linked to heart disease, type 2 diabetes, strokes and some types of cancer.

The UN estimates we need to invest $30 billion more in agriculture every year. But each of us can consume more wisely and donate food we now waste to a food bank or charity. If it makes sense to save energy, why throw away billions of dollars worth of food and overeat until it endangers our health and our future? 26.Climate change, China's view This September at the UN climate summit in New York, President Hu Jintao unveiled a blueprint to the year 2020. By then, China will intensify its efforts to conserve energy and improve energy efficiency, and raise the share of non-fossil fuels in energy generation to around 15 percent. Forest coverage will increase by 40 million hectares and forest stock volume by 1.3 billion cu m from the 2005 levels. China will endeavor to develop a green, low-carbon and circular economy, and enhance research, development and dissemination of climate-friendly technologies.

It is estimated by some foreign organizations that the future market of China's green economy will amount to $1 trillion per year. With an open mind, China stands ready to join hands with all other countries to build an even better future for the generations to come. But now it is time that the two countries find better ways to respect and accommodate each side's core concerns and join hands to deal with pertinent international problems.

These critical problems, from economic recovery, food shortages and the A (H1N1) flu pandemic to climate change and nuclear nonproliferation, today endanger the well-being and very survival of not only the Chinese, the Americans but also the people of all the world.

But they should not be an end to the reflection on the lack of contingency plans and deficiencies of some local governments in effectively dealing with the unexpected natural disaster.

However, local governments have much to learn from the calamity.

Such unexpected natural calamities are usually an indicator of whether a local government has placed the welfare of local residents on top of its agenda.

Unexpected as the snowstorm was, local governments should have made preparations for such situations since winter was approaching. Heating companies should have been prepared even without the unexpected snowfall. Snow clearing facilities and machines should have been in place. And so should have contingency plans by the local governments.

Had all these been done in advance, the losses from the natural disaster would have been reduced by a great deal and local residents would not have suffered so much. And it would have been much easier for local governments to deal with the disaster.

It is time for these governments to honestly introspect on what they have done in dealing with the natural disaster. It has become habitual for governments at various levels to overstate achievements and understate deficiencies. This is definitely not good for learning lessons.

They can hardly expect to do a better job the next time

There seems no reason to question the motive behind this decision. To maintain its reputation as one of the most prestigious institutions of higher learning in the country, Peking University undoubtedly wants to enroll the best students.

Yet an online survey of more than 13,000 in two days shows that nearly 70 percent are against the decision. Only about 20 percent believe that it will be able to play a positive supplementary role to the national college entrance examinations.

It is not that the idea is flawed. There are candidates with all-round abilities who do not get scores high enough to enter a good university every year and vice versa.

If Peking University's decision, effective next year, is implemented with enough transparency and strict assessment of the candidates recommended by senior high school headmasters, it will very likely get deserving students enrolled.

We have no reason to believe that all high school headmasters will be able to stand firm before the temptation of bribes, and neither do we have reason to trust all those in Peking University.

Also, the fact that a local education department appoints senior high school headmasters makes it imperative that they are, first all of, responsible to local governments. What if someone from the local government intervenes? What if the headmasters are pressured by higher authorities to cheat?

There are too many possibilities for abuse of power.
