苏区的，是根据群众的生活要求与政治觉悟程度而施行的。庆北群众受着重重的封建剥削与土匪蹂躏，他们的生活异常悲惨，斗争亦甚尖锐，由经济斗争而转入政治斗争。庆北县苏维依照陕甘边苏维埃实施的、法令，对庆北苏区土地、群众运动、白军、土匪和各种社会等都做出了明确的规定：
土地。庆北地广人稀，是半农半牧的落后地区，群众遭受着统治阶级和土匪的双重压榨，多半群众家庭已破产，有一小部分亦是一天一天走向破产。土地和牲畜大量地集中于“裕茂隆”“恒义和”等庆北八大家的地主手中。根据这种情况，发动群众没收“八大家”的土地牛羊，分给贫雇农与红军家属，而对中农的土地则未挪动。
